Department of Defense to Open Source

Washington, DC (Tuesday, 17 March, 2009) – The DoD's Defense Information Systems Agency (DISA) and the Open Source Software Institute (OSSI) announced today a Cooperative Research and Development Agreement (CRADA) between DISA and OSSI, a US-based non-profit membership organization.

The CRADA involves release of an open source version of DISA's internally-developed Corporate Management Information System (CMIS) for the purpose of a collaborative partnership between Government, non-profit organizations, academia and industry to research and develop state-of-the-art capabilities and functionality for DISA software for use by DoD, the Federal Government, state and local governments and the public. The CMIS program is a web-based Federal administrative software suite consisting of more than 50 applications which handles human resource, training, security, acquisition and related functions for DISA's more than 16,000 users worldwide.

The announcement was made during a presentation at the National Security Agency (NSA) and DISA Technology Transfer Showcase at Johns Hopkins University's Applied Physics Laboratory (APL) in Laurel, Maryland. The event featured executive management from both agencies who provided insights into their latest technologies made available for licensing through Technology Transfer (T2) programs.

For information on new products we're working on, other aspects of the Cooperative Research and Development Agreement with OSSI, code snippets, and various other information concerning what's happening with OSCMIS, we recommend that you periodically check the Snippets link at http://oss-institute.org.

This disc contains two folders of OSCMIS code. One is the OSCMIS ColdFusion software, and is the version used by the Defense Information Systems Agency. It is fully PKI enabled, DoD Authorized to Operate software in our environment. There is also a folder of publicly-released information about OSCMIS.

Versions follow a specific numbering and dating convention, so you can easily determine the age of your software by observing the version number on the disc. This is as follows using 3.09.4 as an example:

3 = Current OSCMIS version.

09 = 2009. Releases in 2010 will be 10, 2011, will be 11, etc.

4 = date of release. OSCMIS is released every 90 days, on the last day of the calendar year quarter, which means that new releases come out on 31 March, 30 June, 30 September, and 31 December.

The objective of the Cooperative Research and Development Agreement (CRADA) between the Defense Information Systems Agency (DISA) and the Open Source Software Institute (OSSI), is to perform the COOPERATIVE WORK described in the SOW in partnership with academia, the private sector and other organizations to: (1) research enhanced capabilities and functionality (i.e. security and other unique features) for DISA SOFTWARE; and (2) create DERIVATIVE WORKS such as GOVERNMENT-Off-the-Shelf and commercial products that may be integrated with DISA SOFTWARE for use by the DOD, the GOVERNMENT, state and local governments, and the public. Within this objective, OSSI is tasked with making available copies of the Open Source Corporate Management Information System (OSCMIS) under the Open Software License version 3.0.
